IMO, boy A theoretically will receive the same amount of rainwater as boy B, because they are in the same rain for the same period of time. However practically when boy B runs, he will swing his arms and this creates a larger body surface in contact with the rain as compared to boy B. So I think boy A receives more rain than boy B.
